The way they're going it does look that way, yes.
Starving the userbase is clearly a proven way of increasing sales, and when you combine that with a game that already appeals to an enormous audience, call of duty, you're bound to get colossal sales.

I wasn't fond of the way it became a team of super soldiers, trotting around America, shooting aliens and nothing more. Removing the narrator really didn't do them any favours.
And the new weapons were a bit of a disappointment, the ideas were alright, the magnum for example, but they needed a bit more tweaking.
Oh, and the bosses.. I remember they said that they'd found a way to make boss fights work well in an FPS. Perhaps they have, but IF ...
